Era of leaded petrol over, eliminating a major threat to human and planetary health

Nairobi, 31 August 2021 – When service stations in Algeria stopped providing leaded petrol in July, the use of leaded petrol ended globally. This development follows an almost two decades long campaign by the UNEP-led global Partnership for Clean Fuels and Vehicles (PCFV).

Since 1922, the use of tetraethyllead as a petrol additive to improve engine performance has been a catastrophe for the environment and public health. By the 1970s, almost all petrol produced around the world contained lead. When the UN Environment Programme (UNEP) began its campaign to eliminate lead in petrol in 2002, it was one of the most serious environmental threats to human health.

2021 has marked the end of leaded petrol worldwide, after it has contaminated air, dust, soil, drinking water and food crops for the better part of a century. Leaded petrol causes heart disease, stroke and cancer. It also affects the development of the human brain, especially harming children, with studies suggesting it reduced 5-10 IQ points. Banning the use of leaded petrol has been estimated to prevent more than 1.2 million premature deaths per year, increase IQ points among children, save USD 2.45 trillion for the global economy, and decrease crime rates.

“The successful enforcement of the ban on leaded petrol is a huge milestone for global health and our environment,” said Inger Andersen, Executive Director of UNEP. “Overcoming a century of deaths and illnesses that affected hundreds of millions and degraded the environment worldwide, we are invigorated to change humanity’s trajectory for the better through an accelerated transition to clean vehicles and electric mobility.”

By the 1980s, most high-income countries had prohibited the use of leaded petrol, yet as late as 2002, almost all low- and middle-income countries, including some Organisation for Economic Co-operation and Development (OECD) members, were still using leaded petrol. The PCFV is a public-private partnership that brought all stakeholders to the table, providing technical assistance, raising awareness, overcoming local challenges and resistance from local oil dealers and producers of lead, as well as investing in refinery upgrades.

Dr. Kwaku Afriyie, Minister of Environment Science, Technology and Innovation in Ghana, said “When the UN began working with governments and businesses to phase out lead from petrol, sub-Saharan African nations enthusiastically embraced this opportunity. Ghana was one of five West African countries to join early sub-regional workshops and declarations. Following PCFV’s media campaigns, reports, studies, exposing illegalities, and public testing done to expose high levels of lead in the population’s blood, Ghana became ever more determined to free its fuel from lead.”

Despite this progress, the fast-growing global vehicle fleet continues to contribute to the threat of local air, water and soil pollution, as well as to the global climate crisis: the transport sector is responsible for nearly a quarter of energy-related global greenhouse gas emissions and is set to grow to one third by 2050.

While many countries have already begun transitioning to electric cars, 1.2 billion new vehicles will hit the road in the coming decades, and many of these will use fossil fuels, especially in developing countries. This includes millions of poor-quality used vehicles exported from Europe, the United States and Japan, to mid- and low-income countries. This contributes to planet warming and air polluting traffic and bound to cause accidents.

“That a UN-backed alliance of governments, businesses and civil society was able to successfully rid the world of this toxic fuel is testament to the power of multilateralism to move the world towards sustainability and a cleaner, greener future,” Ms. Andersen said. “We urge these same stakeholders to take inspiration from this enormous achievement to ensure that now that we have cleaner fuels, we also adopt cleaner vehicles standards globally – the combination of cleaner fuels and vehicles can reduce emissions by more than 80%.”

In addition, while we have now eliminated the largest source of lead pollution, urgent action is still needed to stop lead pollution from other sources – such as lead in paints, leaded batteries, and lead in household items.

The end of leaded petrol is expected to support the realization of multiple Sustainable Development Goals, including good health and well-being (SDG3), clean water (SDG6), clean energy (SDG7), sustainable cities (SDG11), climate action (SDG13) and life on land (SDG15). It also offers an opportunity for restoring ecosystems, especially in urban environments, which have been particularly degraded by this toxic pollutant. Finally, it marks major progress ahead of this year’s International Day of Clean Air for blue skies on the 7th of September.

About the Partnership for Clean Fuels and Vehicles (PCFV):

In 2002, the Partnership for Clean Fuels and Vehicles (PCFV) was set up at the World Summit on Sustainable Development. UNEP hosted the Secretariat with the aim of eliminating leaded petrol globally and provided support to many countries and regional initiatives. At the time, 117 countries world-wide were still using leaded petrol with 86 countries supported to phase out leaded petrol. In 2006, the first major success was achieved – Sub-Saharan Africa went unleaded. The last country to switch was Algeria in July 2021.

While all enclosures seem cruel and might not be appealing to many who like the idea of setting their pets free, one tends to forget that pets do need utmost care as well. Those pets which are homebred have never learnt how to survive out in the wild. Once, our lovebird flew away from its cage, and it was happy on its narrow escape from being inside its caged home. But what happened a few minutes later left us in tears, a crow came flying and attacked the baby lovebird and happily flew off with it as it caught its prey. That was the day we realised, that we are saving their lives and giving them all the shelter, care and food and other necessary comfortable items and keeping them safe under our care. 

When the lockdown commenced, and the situation was tense, our fishtanks kept our sanity alive. It brought us mental peace, positivity, and helped us destress and find a companion within. How beautiful is this enclosure, how could it be possibly considered as cruel? We kept our fishes well fed, their enclosures well maintained, ensured a good amount of light, heat, filter, and oxygen settings, and so on. What’s best, fishtank keeping became a nice hobby for many enthusiasts during the lockdown. It is great fun to build your own fishtank and add a beautiful corner to your home. For patients who have diabetes and high blood pressure, keeping a fishtank is of great benefit. 

Keeping these fishes and birds is like taking care of your own baby, and a responsibility indeed. With proper care and maintenance, it should not be a problem at all, and you will not find it cruel anymore to keep them enclosed, once you see them bloom in their environment created. The fishes and birds in the wild do not get proper resources of food and need to struggle to feed themselves and take care of themselves. Also, there is a risk of predators who are lurking for any opportunity to grab a feast for themselves.

Fishes are extremely lucky and beneficial to keep. There is a lot of health and spiritual benefits for the same. One must not mourn over it more, as it is considered to take away your bad omens along with it. It also gives you a chance to begin again with a different aquarium setup and different fishes. It is important to consult an aquarium expert and do a good amount of research before investing in habitat for these pets. You need to set a budget, decide where you want to keep your tank, your fishes you want to add, the kind of setup you require and know the maintenance procedure. PM Modi announces Hydrogen Mission, self-reliance in energy by 2047

Prime Minister Narendra Modi on Independence Day formally announced the launch of a National Hydrogen Mission to accelerate plans to generate carbon-free fuel from renewables as he set a target of 2047 for India to achieve self-reliance in energy.

In his address to the nation, he said India can achieve self-reliance in energy through a mix of a gas-based economy, doping sugarcane extracted ethanol in petrol and electric mobility. India, he said, spends over ₹ 12 lakh crore on energy imports every year.

While India is 85 per cent dependent on imports for meeting its oil needs, overseas supplies make up for roughly half of the local requirement for natural gas.

“For India to progress, for Atmanirbhar Bharat, energy independence is necessary,” he said. “India has to take a pledge that it will be energy independent by the year we celebrate the 100th year of Independence.”

The roadmap for that is to increase usage of natural gas in the economy, setting up a network for supply of CNG and piped natural gas across the country, blending 20 per cent ethanol in petrol and electric mobility, he said.

The country has achieved the target of 100 gigawatts of renewable energy capacity ahead of the target, PM Modi added.

“I announce National Hydrogen Mission,” he said.

The target is to make India a global hub for production as well as export of green hydrogen. “Green hydrogen will give India a quantum jump in achieving its targets,” he asserted.

The National Hydrogen Mission was first announced in the Union Budget for 2021-22 in February this year.

Hydrogen is produced predominantly through Steam Methane Reforming, or SMR, which utilises fossils fuels, such as natural gas or coal, and through Proton Exchange Membrane Electrolysis, which splits water into hydrogen and oxygen using a current of electricity.

Currently, all hydrogen consumed in India comes from fossil fuels. By 2050, three-fourth of all hydrogen is projected to be green — produced by renewable electricity and electrolysis.

Speaking at the ”Urja Sangam” conference in March 2015, Prime Minister Modi had set a target of cutting India’s oil import dependence from 77 per cent in 2013-14, to 67 per cent by 2022. Import dependence has, however, only increased.

The government is now looking at substituting some oil by one that is produced from sugarcane and other bio-materials. It is looking to supply petrol mixed with 20 per cent ethanol by 2023-24, up from the current 8 per cent.

Also, the government is looking at raising the share of natural gas in the economy to 15 per cent by 2030 from the current 6.2 per cent.

On Sunday, Modi said the roadmap for making India self-reliant in energy is clear — “promoting a gas-based economy, a pan-India network of CNG and piped natural gas and achieving 20 per cent ethanol blending target.”

“India has also moved towards electric mobility,” he said.

While electric vehicles gain currency, Indian Railways is also moving towards 100 per cent electrification.

Out of the target of setting up 450 gigawatts of electricity generation capacity from renewable sources by 2030, India has already achieved 100 GW ahead of schedule, he said.

In line with the government’s focus on hydrogen, both private and public sector companies have announced ambitious hydrogen projects.

While Reliance Industries and Adani Group are pushing ahead with their plans to make hydrogen a part of their portfolio, the nation’s biggest state-run refiner Indian Oil Corporation (IOC) has also unveiled hydrogen plans. IOC is working on technology to develop hydrogen-spiked compressed natural gas or H-CNG.

How Auto LPG conversion for two-wheelers and four-wheelers could be a tipping point in combating pollution and surge in petrol & diesel prices

The rise in prices of petrol and diesel in recent days and weeks has once again amplified the need to pay attention to our vehicular fuel policy while also raising questions on our approach to address pollution-related issues. Now that the unlock phases have begun to – almost fully-  kick in and the all-round vehicular mobility nearly returns to pre-Covid levels – notwithstanding the fear of the incoming third wave – air pollution, a perpetual challenge for policymakers is set to rear its head again.

However, instead of persisting with petrol and diesel, widely known for their debilitating and even life-threatening gas-emissions, if the authorities considered cheaper and more environment-friendly alternative fuels such as auto LPG, we would not only be adopting a more appropriate vehicular fuel option but also be breathing cleaner air. For a country which has nearly 300 million vehicles including two wheelers on its roads, the urgency to convert those existing vehicles to those suitable for running on auto LPG can never be overstated. What’s more, there can’t be a more opportune time than now, when the humanity is confronted with the worst public health crisis in recent memory. That the corona virus primarily infects the lungs just as noxious emissions from petrol and diesel do underlines the pressing exigencies of the time. 

Petrol touching 100-rupee a litre mark

In recent weeks and months, there has been a dramatic and relentless rise in the fuel prices. With state capitals witnessing steep hikes in petrol prices to an unprecedented 100-rupee a litre, several tier II and III cities have also gone the same way resulting in a squeeze on the pockets of the common man, who has already been troubled enough due to the pandemic-driven economic slowdown.     

Pollution an abiding challenge: Study attributes Covid to air pollution

Frequently ranked as one of the most polluted countries in the world, hosting a large number of globally most polluted cities, pollution has been a policy nightmare for authorities particularly air pollution. Despite their best efforts, truly tackling air pollution has remained a pipedream. Since 2019, individual cities have taken an initiative towards resolving their air pollution woes under the National Clean Air Programme (NCAP). Although it’s too early to make a judgment, it is safe to say that we are still too far off the mark. Given the relatively dominant impact of vehicular pollution or transport-driven factors, one practicable way to make a start is by addressing vehicular emissions. A recent study has pointed out a direct link between the prevalence of PM2.5 emissions, possibly the most dangerous vehicular discharge, and Covid cases and deaths. In other words, areas already high in air pollution are more susceptible to Covid infections and aftereffects. 

Auto fuel emissions, a colossal problem 

As mentioned earlier, India has a 300 million-strong fleet of two-wheelers and four wheelers plying on its roads. In an estimate, a regular passenger vehicle emits about 4.6 metric tons of carbon dioxide per year. Imagine the extent of the damage by the combined impact of all the passenger vehicles (and other vehicles) in the country. And this is only CO2. The hydrocarbons, Particulate Matter (PM), Carbon Monoxides (CO) and many similar deadly emissions can all in combination wreak havoc on a country’s environment. 

How auto LPG conversion can be a turning point now

First, converting existing number of two-wheelers and four-wheelers, which are huge in number, into auto fuel-enabled vehicles would immediately yield enormous benefits from the environmental standpoint. The sharp reduction in petrol and diesel-driven hydrocarbons, particulate matters, Carbon Monoxide (CO) and greenhouse gases such as CO2 and methane and many others can bring instant relief to millions of Indians subjected to their toxic effects on a daily basis. Given the direct correlation between these emissions and several cardio-vascular, respiratory and lung-related diseases and other life-threatening malignancies such as cancer, this would also relieve an already overstretched health infrastructure in the country while saving precious lives. It is noteworthy that with a zero Global Warming Potential (GWP), auto LPG far outshines vehicular greenhouse gases such as methane and CO2 which have a GWP of 25 and 1 respectively. Equally notable is the fact that auto LPG has near-negligible emissions for PM and Nitrogen oxides (NO), extremely toxic from the human health standpoint. In fact, exhaust emissions of vehicles running on auto LPG as compared to those running on petrol emit 75% less CO, 85% less hydrocarbons, 40% less NO while causing 87% less ozone depletion.

That according to latest emission tests, tailpipe emissions were found to be lower than even BS-VI-compliant petrol vehicles illustrates the imperative to initiate auto LPG conversion immediately.

Second, in light of the skyrocketing petrol and diesel prices, auto LPG, which is nearly 50% cheaper than traditional fuels would pave the way for a lower pricing regime in general in the economy.  The inextricable linkage between transportation costs and the cost of a final product or service, it would help the end-consumers and the broader economy in a substantive way.

Third, since there is limited availability of auto LPG vehicles, the mass uptake of LPG conversion kits can also generate new business opportunities and employment. In that context, the government must relax the Type Approval Norms which would give an impetus to the retrofitment market. In addition, the government must also reduce GST rates on conversion kits and bring the latter under a lower slab. From the point of view of businesses, remember that the installation costs for auto LPG refueling stations are 5-6 times lower than CNG.

Fourth, auto LPG conversion can pave the way for a smooth driving experience. Not only the fuel’s high-octane content ensures faster ignition but also rules out knocking and loud noise. As such, due to negligible residual deposits, they involve low maintenance costs. It has been estimated that an engine running on auto gas has a life twice that of a petrol engine with running costs being nearly 40% cheaper than petrol. What’s more, an LPG conversion kit allows a vehicle to run on both petrol and auto LPG.

And fifth, the policy push to auto LPG conversion would help India cement its position as a responsible power which has the courage and the foresight to address domestic environmental, vehicular and health issues at the same time. In addition to the recent ethanol-blended petrol policy, the scrappage policy and green tax, the auto LPG conversion initiative would further take the country towards meeting its Paris Agreement commitments.

UNEP & ICMR collaborate to boost understanding of environmental dimensions of antimicrobial resistance in India

The UN Environment Programme (UNEP) and the Indian Council of Medical Research (ICMR) have launched a new collaborative project – ‘Priorities for the Environmental Dimension of Antimicrobial Resistance (AMR) in India’, marking an important step towards recognizing and addressing the environmental dimension of AMR.

Antimicrobial resistance is a multi-faceted, complex global public health issue and has been recognized as a ‘One Health’ issue owing to its significant linkages with human health, animals, and the environment. While aspects addressing AMR from the human health perspective have received much attention, focus on the environmental dimensions of AMR has been limited. This includes the effects of discharging antibiotics and other antimicrobial compounds, such as disinfectants and heavy metals, into natural environments which have the potential to drive the evolution of resistant bacteria.

The project aims to strengthen environmental aspects of national- and state-level AMR strategies and action plans. It will undertake secondary research and stakeholder consultations to enhance understanding of the environmental dimension of AMR in India. Outreach activities targeting environmental authorities and ministries at the regional and state level in India are also planned. The work will also contribute to a regional brief on the environmental dimensions of AMR being prepared by the UNEP Regional Office for Asia and the Pacific.

UNEP is supporting this project in India under the larger framework of Environment and Health, which is being led by the Inter-Ministerial Steering Group on Environment and Health (EH), co-chaired by the Ministry of Health and Family Welfare and Ministry of Environment, Forest and Climate Change. ICMR-National Institute of Cholera and Enteric Diseases (NICED), which is the Anti-Microbial Resistance Hub of ICMR since 2019, will implement this project.

“ICMR-NICED is the implementing organization for UNEP-funded project, Environmental Dimensions of AMR in India. NICED will generate information on environmental risk factors for developing AMR, the environmental spread of AMR and strategies for its containment. This will provide guidance on collective action and integration of this issue in policy and decision-making,” said Dr Shanta Dutta, Director, ICMR-NICED.  

“This launch is significant and historic because the environmental dimension of the AMR is going to be taken up at the country level in India. The work done will feed into the Ministry of Health’s National Action Plan on AMR.,” said Mr Atul Bagai, Country Head, UNEP India.

“The term ‘One Health’ is very vast with many interfaces. The demand on NICED which is a national institute and on India is huge – as it is also for other countries – to find ways to address issues around ‘One Health’, which is intricately linked with antimicrobial resistance,” added Dr Samiran Panda, Head, ECD, ICMR.

“AMR in the environment is an issue inadequately recognized by the stakeholders. It is critical to understand that we have to engage with the environment as a critical part of our AMR response. I am happy to highlight that this initiative taken by UNEP has substantiated convergence of both these sectors,” said Mr Lav Aggarwal, JS, Ministry of Health and Family Welfare.  

In December 2017, the UN Environment Assembly (UNEA) recognized that AMR is an increasing threat to global health, food, security and sustainable development, and underlined the need to further understand the role of the environment in the development and spread of AMR. UNEP is working to provide evidence that can inform national and global strategies. At the governance level, Inger Anderson, Executive Director of UNEP, is an ex-officio member of the One Health Global Leaders Group on antimicrobial resistance (Global Leaders Group), a key global governance structure that includes members from the Member States, civil society and the private sector.

Tata Power Tops CRISIL’s ESG Scores for Power Companies in India

CRISIL, an S&P Global Company, is India’s foremost provider of ratings, data, research, analytics, and solutions.

Environmental, Social and Governance and scored an impressive 67 out of 100. The company has scored 61 on environmental parameters and 60 and 77 on social and governance parameters, respectively. This assessment was made voluntarily by CRISIL and is based on publicly available information.

The scores are based on CRISIL’s proprietary framework and are assigned on a scale of 1-100, with 100 denoting best-in-class ESG performance. The current evaluation analyses three annual reporting cycles through fiscal 2020.
